Sorry for my english, i'm russian, and know english just a little.
I have some question about the collar.
1) This is Zistoopia 70s, so there is no portable computers (expect of portable by elephant), no wifi/bluetooth/nfc radios, no cellphones. So it is not possible to remote control of such amount of collars. There is no central police database with actual data about every one collar - location, pulse, % of battery, attempt to break in. Am I right?
1) true, there are no computer databases for tracking, long distance control or monitoring- but every collar does have an identifying code that can be read with a handheld reader issued to every police officer
2) How did collar get information about pulse? As I know there are two (easy) ways to get pulse - ECG and photoplethysmography, what way is used in Zistoopia? Or it is "some magic"? I am not against magic. I like magic! But it is very interesting for me technical question.
2) there's no concrete science behind how the collar senses bpm. The prongs on the inside are assumed to monitor the heart rate, while also converting body heat to electrical current. Battery never runs out.
3) Both methods receiving the information are easy to break. Shortcut the cables at ECG, and put something not transparent for photo diode. What will do the collar in this case? Will it blow the target?
3) people who try to damage or "crack" the collar are immediately arrested for damage of state property. It's too risky to attempt for a lot of people.
4) What will happen if I just put a piece of rubber between collar and my neck? For example rubber from bicycle wheel.
